Exempts practitioners with 20 years' experience from license renewal

The bill lets Iowa's Board of Educational Examiners waive license renewal for practitioners employed at least 20 years, unless they hold an evaluator endorsement. Those practitioners would no longer need to renew, though evaluators must still renew every 10 years.
