Requires Iowa to join federal scholarship granting tax credit

The bill directs the governor to opt Iowa into the federal tax credit for individual donations to scholarship granting organizations, which fund scholarships for students attending nonpublic schools. State revenue and education departments would administer the credit under federal rules starting in 2027.
