Sets required and banned terms in state agency contracts Bans certain contract terms in state agency purchases, such as hidden liability, out-of-state governing law, and jury trial waivers, and requires Iowa law and Iowa courts. The director may waive these rules when a needed good or service cannot otherwise be bought. This does not directly change K-12 schools.
