Adds legislative review of major state rules and shortens board terms The bill lets a legislative committee delay or suspend state agency rules, requires extra analysis of costly rules, and sets four-year terms for some appointed board members. It also ratifies changes to the state air pollution plan. It does not directly change K-12 schools, students, teachers, or school funding.
