Limits school district property tax proposal growth to prior year

This bill changes how Iowa school districts set their proposed property tax amounts in budgets. If state growth percentages are not set by March 5, districts cannot propose growth above the prior school year's levels, and districts may raise proposed property tax amounts after hearings due to enrollment timing or new laws.
