Creates study committee on moving early childhood home visiting

This bill requires the state health department to convene a study committee in 2026 on moving home visiting services out of early childhood Iowa areas into a new district-based system. The committee must review costs, access, rural impacts and options, and report to the legislature by January 8, 2027.
