Requires state comparison of federal and Iowa student loan rates

The bill has the Iowa Student Loan Liquidity Corporation give Iowa College Aid information on federal PLUS loan rates and state college family and partnership loan terms. If state loans may have lower rates, colleges must include a notice about them in financial aid offers.
