Adds unemployment case management, moves notices online, repeals youth intern pilot

The bill requires the state workforce department to run a reemployment case management program for unemployed claimants who are no longer attached to work. It also shifts many unemployment notices from mail to the department's online portal or email, and repeals the summer youth intern pilot program.
