Moves state tech funding and criminal justice data to management department

This bill shifts technology fund decisions and state statistical and criminal justice data work from the Department of Health and Human Services to the Department of Management. It also sets new rules for state IT contracts, vendor liability limits, and background checks for IT staff, and makes some information confidential.
