Moves technology fund oversight and criminal justice data to Iowa management department

This bill changes how the technology reinvestment fund is spent and moves statistical analysis center duties from the health department to the management department. It also sets rules for state IT contracts and extends background check intervals for IT staff and contractors from 10 to 5 years.
