Limits terms in state purchasing contracts with vendors

Voids certain contract terms in state agency purchasing contracts, such as blanket confidentiality, out-of-state governing law, and extra liability for the state. Requires Iowa law and Iowa courts for vendor contracts, with a director waiver for necessary goods.
