SSB 3023
Changes Iowa driver's permits, accident reports, and DOT records rules
Eliminates chauffeur's instruction permits and requires electronic accident reports. Lets people renew or replace licenses and ID cards online and moves county vehicle records into a state DOT records system. Most changes take effect in 2027 or 2028, and the bill does not directly affect K-12 schools.
